I hate getting that message, like when I want to remove a device. It's like the computer hasn't caught on to the fact that it isn't actually using the device.
You may have windows open in the background due to a number of startup programs. These need to be disabled at startup or all programs shut down before uninstalling chrome
While you are at it you may want to install the free version of malware from malware bytes.com. Keep it updated and don't activate chrome when installing and it should eliminate some slowness. Also be sure you have an antivirus program on the computer. Some come free through Windows Security or Avast. Again be sure to run each of these programs weekly to ensure smooth operating systems.
One final thing. Go into control panel, Internet and in the delete function, delete everything except your browsing history. You may have a large amount of cookies and temp files etc which need to be purged got the system to operate correctly. I do this also once a week.

Right! Also, pressing Ctrl-Alt-Delete will let you start the Task Manager, where you can see what applications are running.

Revo Uninstaller will get rid of almost any app.
Rid yourself of Norton, nothing but bad news.
Avast free version works very well.

It's hiding from you. When you get that message minimize control panel, and see what's open and close it. There may be several things open. Just x them out and then open control panel again and un-install chrome.

Try booting to Safe Mode and then try uninstalling.
