I was in Costco today and went looking at cameras and tech items. Sign said PSE $79.99, $30 instant rebate at register, You Pay $49.99.
I don't know if it is at all Costcos or how long it will last. On line it is $79.99.
Just last week it was $79.99 with no rebate and I almost bought it. Today I did. I will put PSE 12 on my wife or daughter's computer and I will use 13.

It does say it is a special edition with an app to print directly to Costco's 1 hr photo service. Other than that it seems to be the standard edition.

It is $49.99 on-line as well till the end of the month. When you get to the picture of the box, it will give you a price of $79.99, click on the box image and it will take you to a page where the price is $49.99
I believe this is in the States only, as it doesn't show up in Costco.ca
