That appears to work well for a camera acquired new, and if you do not reset the way the camera records pictures. I do not think it captures all live view / video shutter actuations. So even if it hasn't been reset, it will still be a minimum number and could be more depending on use. It can be reset, so isn't reliable / useful for used equipment.

Magic Lantern and various software packages for PC / MAC / mobile devices can access the internally recorded data for more dependable usage numbers.

I bought my T3i new, haven't done any file number resets and the file numbers match the Magic Lantern and software numbers for still photographs, but not for video and so on.

The number you are seeing is probably the image. no. in that particular file or folder. With that camera, it is more than likely the number of shots already taken by the camera in any and all folders. The price you mentioned makes this outfit a most excellent opportunity for you. The T2i is capable of giving you excellent photographs, if you instruct it to do so. There are several on-line sites where you can obtain great information on how to set your new camera in order to obtain those excellent photos. In a few years you might begin to appreciate the deal you now have. Have fun. GL
