Battleships were very stable (they had to be, to be accurate at long range). No pie-shaped hulls for them. Wide beam is what does it, along with careful hull design. I can think of no reason why such an abrupt stern cut-off would improve stability.
In fact, I can't really think of why a spy ship would need stability, since all the electronic gear would be solid-state, and wouldn't react adversely to rolling.

All spy ships I've seen have had far more radio masts; pretty much a necessity for snooping on elint.
It looks a lot more like a research ship of some sort.
