Definitely cropped. You could even crop more which would place the faces closer to the right 1/3.

I wouldn't crop any more off the right side. The dogs need space to run into. But you could crop off the bottom perhaps.

The first shot has distractions competing with the main subjects in addition to significant space which does not enhance the image.
The closer crop eliminates all of those negatives and is a great action shot. :thumbup:
