Yes, it does seem so. Both have a 1" sensor, 20mp, f/1.8-2.8 lens, the Canon goes 9-37mm while the Sony is 9-26mm (24-100mm and 24-70mm, 35mm equivalents). All the other specs are basically the same.
Except the Sony has an EVF, the Canon does not. That appears to be the single biggest difference, with the focal length at the telephoto end the second difference.
If you are getting serious about spending money, DPreview does a pretty good job of comparing them:

The announced, but not yet shipped, Pany LX100 is in the small camera for experts race too.

The DPreview article tries to explain that the GX7 stays wider during the zoom extension. In other words, at a 35 mm equivalent of 60mm, the Canon can have a more open lens and would work in less light.
I'm not convinced it would make that much difference. My choice is the RX100 due to video capability. I shoot both. When my RX100 version 1 breaks, quits or wears out I would quickly replace it with another.
Or, well maybe a Pansonic LX100. Well, then there are rumors of an Sony RX20.
Life is hard.
I believe the Canon G7 is an oldie :) . One thing I really like about the G7X is the tilting touch screen which the Sony does not have.

Yes, the
DPReview graph is very interesting. The G7X seems to have a 1-stop advantage at 28mm and a 1/2-stop advantage at 35mm. Not huge, but definitely worth noting.

I think it will be, they share the same sensor, but the Canon has the better lens, greater range etc.
