From reading the comments, it seems that he was pet-sitting for a friend. The dog did something to upset him and he 'lost control of his emotional response.'

Put the bastard in a cage at the zoo and monitor the 'emotional response' of some of the animals.

Animal abusers ought to be officially classified as such and prevented to own pets or to take care for somebody else's pets, just like similar measures applied to child molesters. It looks to me like that bastard in the video was "taking care'' of somebody else's dog.
