If I use both an ND2 and an ND4 filter together, have I reduced the light by 6 stops (4+2) or have I reduced it by 8 stops (4 X 2) ?

I think the Nd2=1stop and Nd4=2stop if you stack them you might be subject to vignette on a wide angle lens on a tele maybe not as much . Why don't you just experiment with it and let us all know. Good luck

When you put them both on, how much light-loss did you experience?
