looking at the structure i get the idea the stub at the bottom spins at a high speed and i'm trying to guess what centifigal force might be needed for.

It would seem that if the stub were to spin at any speed it would only hit the side of the tool. I don't think it is supposed to spin. I have no guess for what it might be but am trying to eliminate what it is not.
Are there any markings on it to denote the maker?

It only has about a 8 to 1 increase in RPM; I guess that might not be too fast for icecream.
i figure the business end rotates 360-500 rpm.

I made the original image showing a label by the owner of a neighborhood antique store on The Bowery near Houston Street in New York. It says, "Don't know what it is? Makes ice cream or neutrons?" (but not both of course)
