Little to no chance. The big money will just be spent in the requisite number of states to ensure there is no chance.
As posted already, term limits are in place through elections. Just vote the bums out. But since money has been defined as speech, public financing is a no-no, and districts have been gerrymandered down to a science, most Congressional elections are a farce.
The old Soviet Politburo had more turnover.
Remember when Republicans were all for term limits before they weren't, back when Democrats had controlled the House forever? Funny how once they gained control, the issue suddenly disappeared.
I say leave term limits to the voters, get the money out of elections so candidates are on a somewhat level playing field, and require districts to be drawn on logical, geographic lines that only consider population.
Chances of any of the above? Zero to none. But that is 'democracy', USA-style.
