No, the tether is attached to the photographer. That way the eagle can make sure he doesn't lose him before he gets him to the nest.

Reminds me of a time about 15 years back. When I was up in the coastal mountians of the Northwest trying to get photos of elk.
After trying to spot them for three days, on the night before I was to leave. A big bull elk walked up in the early morning, backed up to the hood of my truck and took a crap. Yes, a big steaming pile on the hood of my new truck. All while I was sleeping in the back of it. I woke up just in time to see him walk away.

Actually, I did see the bear in a tripod ad in Outdoor Photographer. Their gear can stand up to the most severe abuse.

This is my tripod with Canon 7D and Canon 300 f4 with 1.4 extender attached sitting there while bubba takes a stroll across the walkway.

Well lucky for me our boy here was not particularly curious and decided that my tripod did not require any special investigation.
