Tough decision. I'm going with #1
2 is better from a technical standpoint and the nest adds a story line but 1 has more sex appeal. comes down to what your judges will be looking for.

I would say #1..shows color of both wings more than other pic.
Thumbs up for #2 To me it looks more impressive, more wow. I like the nest it give a place for the eye to move toward.
I have a couple of my own shots with the wings as in 1. But 2 is unique and for me, at least, much harder to get. In addition it is technically great, and has a story line. Clearly 2.
Normally I'd go for #2, as it has more dynamics going on. However, the contest judges may frown upon the fact that you aimed focus on the foreground branch instead of the bird. Sometimes judges can be very particular about such technicalities. So perhaps #1 is the safer choice - at least has a better chance at winning first prize.
I'm going with 1, even though the branch is distracting in both shots - I like the way his wings are positioned in the 1st shot :)
I like 1 for the same reasons as MissStephie. I like the wing position.

#2. Caught in mid-air landing.
Number 2. It's common to see eagles on a branch, not so much landing. Go with 2
