Does anyone know why residents from certain states cannot enter public photo contests? B&H is running a 9 category Wilderness Photo competition and residents from the three states listed above cannot enter. Arizona (which is where I live) seems to be the one state that is on the excluded/Void list in every out of state photo contest known to man. I've Googled the question, searched Arizona Law, and so far have found nothing. Factual as well as snarky humorous responses are always appreciated.

Photo contest have their own rules, I quit entering them for that reason, I did not always agree with them. So that was that. If you are a known popular photographer you are more welcome than others. Sorry about that!

My quick search brought up the ARS 13-3311, which could be interpreted broadly to include a photography contest as a "legally defined' form of gambling. With the requisite registration requirements.
Gives more of a chance for us truly amateur photographers from little tiny states like NH a better chance to visit S. Africa :) I'm working on my own entries for that contest now. Wanna borrow my address and if you win I get a ticket?!?!
Did you consider asking B&H? Since they are the ones with the exclusion they should know why. I am sure they would not exclude anyone if they didn't have to.
Photo contests in general are good if you want to give away all the rights to your photos for nothing. Instead of feeling sad for not being included why don't you sell your photos instead? If they are good enough to win they are good enough to sell.
I sent an email to B&H and haven't heard back. I'm not sure if my shots are good enough to win but I guess the axiom for lotteries and photo contests is "you can't win if you don't play". I normally don't enter contests but in this case the prize is pretty substantial - and I felt that it was worth a "shot".
I hope you hear back from them soon & let us know. I am guessing it may be the gambling thing.
It could be our bill SB1070. The people who seem to think that people entering this country illegally are not criminals are running the contest.
Maybe because we have he'd best photographers in the country here, and it would not be fair to those in other states? Lol
It's just a question, but I will await the justly deserve barrage of return fire. LOL

Haven't heard back yet from B&H. Will post answer when I do. Looking at the "lottery" law it looks like all that is needed is some paperwork needing to be filed-if that's the issue.
And now for the definitive answer straight from the Event company handling the contest (drum roll please)
There are some states that have legislation against skill-based contests
with entry fees and prizes because they are considered gambling. It also
depends on the value of the prize. I'm not entirely sure of Arizona's exact
laws but B&H does have reasons for including certain states where the
contest is void.

Listened to a story on the radio yesterday regarding a group sponsoring a poker run for charity. Someone in the legal profession, told the group it was illegal. In order to comply with the law, they had to position someone associated with the charity at each station to personally hand out the poker cards to the riders as they reached each stop. Do not know enough about the law or the application of same to think if this is another example of a law to protect its citizens, the state protecting the interests of the government sponsored gambling interests in this state (Indian casinos) or someone with legal authority attempting to make a name for themselves? Draw your own conclusions.
