Shepherd/Polaris Polaris Dual 5 Flash Meter. They are good $295.
Sekonic L-358 light/flash meter does everything I need a meter to do.
There are meters priced above and below this one. They all meter light. Not all work as flash meters. Some have more bells and whistles. Most do a great job. Good hunting.
Gossen Luna-Pro I am still using mine from 30 years ago sturdy well made

As with all questions on UHH, purpose/details are important (sometimes critical). What situations/purpose are you going to need/use the meter for (and don't say measure light  ). Do you need a flash meter? Do you need a spot meter? Do you need a radio trigger? Or do you just want an incident meter to augment your camera's reflected light meter? Without the added detail, the suggestions are just stabs in the dark. Oh, by the way, do you have a budget? The price range new is $50 to $750, and used is always an option.
I bought a Gossen Luna Star-F used 20 years ago for studio lighting and it still serves me well.
Exposure meters built in camera are of the reflective variety and they are excellent.
I use a Minolta meter which is an incident meter in special occasions but it finds its perfect application as a flash meter in the studio.
It is hard today to find a meter that is not well built and gives accurate readings.
I use Sekonic L-358 in my studio and all my inside photography.
With this meter there is no need for guessing and test shots.
If you plan to use this meter with radio controls as I do with Pocket-Wizards, if that the case you also had to order optional Module, the meter back side is compartment for the module and different channels to set. The Module "talks" to radio controls. So,, you hold you meter by you object push the trigger. Sekonic activate Radio control and radio control activate camera and flash or flashes by given you correct values. Only you need to set ISO you do like to use. I shoot in studio with camera on manual mode, but you have option to AV,TV as well. I do not use meter on outdoor photography, not much use for meter in outdoor at least in my use since you have only ambien light to deal with, cameras meter and histogram do it job pretty well.

I bought a couple of 2nd hand meters off ebay. both said that they worked - well the needle moved but was inconsistent and quickly stopped. bggest problem was seeing the figures....very small type used. saw an old one in a camera shop - again used, couldn't read the dial. Yes I need glasses but the font size is really tiny on the old ones.
my advice buy a new digital one with a large readout screen.
