I have two 2x teleconverters which one is best for a..............
Tamron 18-270mm F/3-5 6-3 Piezo Drive.
The converters are a Mx-AF 2x teleplus MC 7.
The second one is the Neewer Digital HD 2x Telephoto lens.
and when it says you lose two stops what would i shoot at when i normally use F8. thanking you in advance.

You shoot what the meter says with the converter in place. The 2 stop loss is automatic.
Mercer, shouldn't that go the other way around?
With the TC on, you get less light arriving at your sensor, so the f/stop should be a smaller one (with a larger number).
In this case that would take it to f/4, wouldn't it?
Or leaving it at f/16 and increasing the exposure time by quadrupling it, (1/100 instead of 1/400) or raising the ISO...

You're cutting down the light when using the tc, therefore you need let more light in. Open her up to f.4. Adjust your iso accordingly.

With that lens using it at 270 mm with a 2x converter will give you a f stop 0f > f/11 and your camera will not probably autofocus
You could take pictures of the sun with that set up .... ! Your real f-stop wide open will be F-14 and at f-8 it will be f-16
So, the answer to your question is NEITHER .....
