I've read that many drivers have dash cams installed for liability purposes simply because it is so dangerous to drive there, and such driving occurrences are commonplace; and alcohol abuse certainly has much to do with it. But stupidity, inattention, and ignoring basic safety (much less traffic law) are major factors, as well. It has been widely published and otherwise well known that alcoholism is rampant throughout Russian society, with all the expected consequences.
