I am using Staples house brand matte photo paper for personal use. Can't tell if there is a "proper side" for the print. Can any one tell me if one side is best and if so How can I tell the difference. Thanks.

The first place to ask is the expert in the store who sold you the box of paper.
The second place to look is on the box, or insert that came with paper. Some Matte paper (printing) is designed for double sided printing, greeting cards, three sided menus, etc.
Normally if a Matte printing paper is designed for single sided printing you will be able to look at it in bright light and see a slight sheen on one side, and a dull reflection on the non-printing side.

Wet your thumb and forefinger
Pick up a sheet of paper by the corner using the wet digits
Release the paper slowly by opening the digits
The side that tries to stick to the wet finger is the coated (printing) side

I just looked at the instruction sheet that came with the paper. The paper is printable on both sides. The phrase RTFM comes to mind.

Now
there's a phrase I haven't heard since my early days in computers. My first computer, for reference purposes, came with two big, black floppy drives and no hard drive. Thus, it's been a matter of
several weeks since I last heard that phrase.
Don't use it but with paper I do use...usually top of box is face up...so don't flip it over when putting back in the box.

When I was in electronics school in the Army back in 1960, at test time, the instructor always had written in very large letters on the chalk board, "RTFQ." Your reference in the first I have heard it since then. When I use it, no one seems to know what I am talking about.
I'm pretty sure it's printable both sides; both coated. It's not the greatest paper, but it works.
Check out Red River Paper for some good stuff.
I like Moab Lasal. It's pretty cheap and works well for black and white.
