Actually this twin building was finished in 2007 to replace about 3 buildings plus. It reminded me of R.G.'s post of a university.
The reason for the wood on in front of the windows was to keep the sun and some of the heat out.

I believe it was Scandinavians who built it. Hope it is spelled right, it reminded us of a Tikki Bar.

Who better to do some serious assimilating than the census bureau? They are probably pretty good at it. I wonder if they used the same architect.
