For some reason I am only getting cross hairs for my brush tip. I have reset PS twice and i have tried clicking on the different options in the curser dialogue in preferences but nothing changes. Any suggestions?
Try the "Caps" key
The caps key is a shortcut between crosshair and a sized circle type.

Dom you use PrintShop or PhotoShop?

Oh! Yes! The Caps Lock key. The cursor changes from a circle to crosshairs when this key is pressed down. And, dont worry, this is not a bug. This is by Adobe's design. Quite a few of the tools in Elements and Photoshop offer you the option of what is called a precise cursor (crosshairs). You toggle this cursor on and off by pressing the Caps Lock key. Also, keep in mind the following. You don't have the choice of toggling the crosshairs on and off by pressing the Caps Lock key in these two situations.
1) When you use a 1px brush. At this size the precise cursor (crosshairs) is always used.
2) When your file size is too small (in proportion to the cursor). Elements and Photoshop will display the crosshairs in order to show the brush in the right scale for your file. Fortunately, there is a workaround for this situation. Just zoom in; this will bring back the circle cursor.
