Picture taken in the IKEA parking lot in Avignon in 2011. Car is a Paris registration so the driver was probably overwhelmed by the spacious parking spaces down south.

maybe its a handicap spot, way wider than the other spots it looks like, maybe they dont mark them in France?

Not a handicap, just one created for someone in a van to pick up furniture at IKEA.
Handicap spots are marked, the fine for abuse is about $300 or more. Also they have a sign that says, "Take my parking spot, take my handicap!" In French of course.
I'm applying for French handicap parking permit right now. Talk about a bunch of bureaucratic paperwork. Geez, Oklahoma had me fill out one double faced page, sign by doctor, send it with a couple buck and got my handtag in mail.
I'd thot this photo funny as the original mini was so small and you could park 3 in this one slot. Now the $30,000 Mini is much larger and people want to protect their doors.

The French accept foreign handicap hangers....here in Quebec we call them vignettes and in France they are macarons...travelling with ours for years....if you cannot find a spot,the attendant will come up with one..never failed,and by law any parking fees are waived. Never had a single problem...ever...always kind and helpful,and polite.
