It's likely just algae. Rivers and streams here in TN are also quite green. It 's because the water stays warm for an extended period, allowing the algae to grow. Was it quite warm in NYC this summer?
It was and in particular the last week of so. We had a nice September, but October has gone back to summer temps :-o

Hi you think that's bad ,65 yrs. ago I went swming in the Hudson River it was a lot worst then being green.
