I'm no fan of Congress, but what union are you talking about that not only loses pay when they strike, but are penalized a days pay on top of that? I understand withholding pay, but penalizing on top of that? Seems a rather unfair.

Just explain to them that they have failed to carry out their expected duties therefor their pay is adjusted to minimum pay level without benefits.
