If you need ACR 8.x for your camera, you don't need to purchase PSE 12. If you have PSE 11, you can manually install ACR 8.2 in this version. It works just fine.
http://swupdl.adobe.com/updates/oobe/aam20/win/PhotoshopCameraRaw7-7.0/8.2.67/setup.zipHere are the instructions how to do it (PSE11 on Windows):
1. Download the Camera Raw 8.2 plug-in.
2. Extract the contents of the zip folder.
3. Open the Payloads folder.
4. Open this folder -- AdobeCameraRaw7.0All-110913154242.
5. There is a zip folder inside -- Assets1_1; extract its contents.
6. Now you will see a file called 1003.
7. Right-click on this file and rename it Camera Raw.8bi. Here it is -- your Camera Raw 8.2 plug-in ready to be installed in Elements 11.
8. Navigate this path and install this file in the File Formats folder - C:\Program Files (x86)\Common Files\Adobe\Plug-Ins\Elements 11\File Formats
NOTE: Before you install the ACR 8.2 plug-in, make sure to remove the Camera Raw file which is now in this folder. To be on the safe side, dont delete it; move it somewhere else on your desktop. If there is any problem, you can always put it back in the folder.
And, if you don't have PSE11, you can always use Adobe DNG Converter (free utility)

I see PSE 11 closeout sales coming!!!!!
I currently use PSE 11 as the back end to Lightroom 5.2. I just viewed Adobe's What's New video for PSE 12 and as you pointed out there seems to be very few updates, and none of seem terribly compelling to me. I'll pass on this version.

Well, that being said, if I were wanting to upgrade from Elements 8 would it be better to go with 12 or try and find a sale on 11 and get one of those?

I expect Costco to have PSE12 on sale for $50 before Christmas. It likely will also include a scrapbooking instruction DVD. Don't let the word "scrapbooking" turn you off, some good info on there for photo editing as well.

Wow, hope you are right, Esther. I have bought 2 versions of Elements from Costco. Usually paid around $79 but once did get a rebate but don't recall the amount. Currently finishing up a class in Elements 11 using the free trial version. I own version 9 so will be upgrading to either 11 or 12.

I was not expecting too many changes and/or new features in PSE 12. Adobe had already done a major overhaul with PSE 11. I would also have passed on PSE 12 except for the fact that I didn't have to pay for it and then I will be teaching it in a few months.

Free seems to be about what this upgrade might be worth.
If I was the product manager for Elements at Adobe, I would hide somewhere.
I find nothing to be excited about in this release.

I got the same impression of the new iPhone. What's new? Colors? I don't think people will be lining up around the block for this one.
