There are a lot of places that prohibit tripods but allow monopods, including the museum at which I serve as a docent. This is, in our case, a safety measure. If you don't want to go to the extent I detailed, that is your choice. I can honestly say, though, that I have never seen a person employ the method I advocate and fail to be surprised at and impressed by the ease with which stability was improved.
