Why are post dates not in numerical order?

Well the title says it all. I notice that post dates are not in order by date. Does anyone understand why? Also what do the symbols stand for at the far right => ->

The posts go in order of the last reply made on them. So every time a person replys to any post it goes to the top of the first page until someone makes a reply on another post. As far as I can tell the # sign takes you to the bottom of the page and the arrow takes you to the top of the page.

That's right. All topics are ordered according to the time of the last post in a topic.
=> Leads you to the last post you've read in that topic so you can read new posts.
-> Leads you to the very last post in that topic.
=> Leads you to the last post you've read in that topic so you can read new posts.
