Go to a store, put the cameras in your hands, and buy the one that feels the most comfortable in your hands in your price range.

Just remember you will need to include a few accessories like a couple SD cards, spare battery, camera bag and a book or 2 (one for your camera and one about digital photography in general). You mentioned you like to do portraits, so you will want a speedlight (flash).
For the top end of your budget, you could get a Nikon d3100 (body only), sb400 flash and above accessories. For a lense, you could start with a Nikkor 50 1.8 AFS prime. Very good optically and dirt cheap. It would be good for your portraits and landscapes. Learn your camera and technique and zoom with your feet at first. You will eventually figure out what other lenses you want and maybe a few other accessories like circular polarizer, ND grad filter (for those landscapes and sunsets) amongst others.
I dont know much about Canon and others models and prices but do know about Nikon, hence my 2 cents.
Go to a local camera store, not a big box, talk to the people there, hold the different cameras see how they feel and then make your choice. Local " real" camera shops are worth the extra cost.
