SO, WHAT IS THE SIMPLE ANSWER ???
...A 20X lens ONLY means that the zoom factor is 20 times the value of the widest mm. That is IT.
I said that in an earlier post..

It was correctly and simply answered by CaptainC in the 4th post of this thread....first page.

Thanks Goofy - why bother? People here are like Microsoft Windows - they take what could be simple and make it more complicated! Or they try to show their knowledge of something that has nothing to do with the question. All this crap about binoculars and sensor size and 50mm lenses...what a heap of manure.
Of course I mean that only in the most positive and constructive way. I have to say that after reading other threads - I have learned that being critical is not acceptable :-)
OK... I simply like to know WHY things are the way they are. That way when something doesn't work correctly, I can understand why and fix it or do a work-around if needed. That's why I always read the manuals. That's why my explanations are usually more "involved". For some people, that's TMI. And that's OK with me. Issue resolved.
I guess the saying about old dogs and new tricks is true..
Of course I mean that only in the most positive and constructive way.
So, since my words have not been understood, here's a drawing I created that explains WHY IT'S NOT MANURE..

Nice graphics - and absolutely nothing to do with the question of what does a 20X zoom mean. BZZZZT. Thanks for playing the game, but that is not the answer. You are now disqualified.
I am sure you will persist in muddying the water with this non-response. ONE MORE time: A 20X zoom means you divide the longest mm by the shortest. That give you a zoom ratio.
It has NOTHING to do with your silly sensor size diagram. Which, by the way is great for explaining the FF vs. crop sensor...so keep it there.
I am an old dog but I know all the new tricks and this is not one of them.
Whatever...
You believe what you believe, I'll believe what I KNOW!!
Don't hate me because I'm so smart !!

I certainly don't hate you. You are just not paying attention to the question. Not that that is uncommon here, ;-)
Smart has noting to do with it. - as you are evidently demonstrating.
Red this S L O W L Y: 20X zoom mean you divide the max MM by the smallMM to get the zoom ratio. Sensor size has NOTHING TO DO WITH IT! Oops, sorry for yelling - got carried away. The only reason I keep responding is that I am afraid someone who reads your response might believe it.
My 24-70 is a 3X zoom. using it on my crop frame or on my full frame changes NOTHING except the FOV. It is ALWAYS a 3X zoom. Always. Forever. Ever and ever. To infinity and beyond.
OK..
NOW I understand what you were trying to say.
Makes sense.
I will remember.

Phil
