I remember back when Regan was governor of California, he shut down the California mental hospitals and we had a massive influx of people to the streets.
I think all the major psychiatric hospitals were politically closed years ago. I understand that present guidelines prohibit more than 12 (?) mental patients being confined to any one area.
The fear of being sent to a mental institution was very real years ago, for those who couldn't get along in society.
