The photo on my screen is 1200 x 800 (0.96MP) Your camera has a 24.2 MP crop sensor. I'm amazed that you got as good an image as you did given the massive cropping that is implied by those numbers.

RE: exposure, PERHAPS you might have cranked in +1 or +2 EV to properly expose the underside of the overhead eagle against the clear blue (bright) sky. That MIGHT have minimized the need for adjustments to exposure corrections in post which necessitate compensating adjustments to sharpness and contrast along with the problems they bring to a photo (white fringing at wingtips and front and back wing edges.
The real problem, though, IMHO , is the massive cropping.

My suspicious mind imagines a structure intended to obscure a moonshiner's still. Note the grain loading door just under the eaves , the paucity of windows, and the chimney to explain away the smoke from the still.

Can you make a mask and slightly soften the focus of just the bush? That might diminish the compositional importance of the bush and reinforce the leading line of the dock. However there is always the risk of making the dock too much the "hero" of the photo.

We feed the birds here in the winter.. We call them our "welfare birds". Many of the squirrel photos show them eating or begging. Are they "welfare squirrels"?

File size is not the only difference. The chestnut colored horse is noticeably less sharp overall. Perhaps it is a focus issue but I suspect that it's more likely a minuscule camera movement during the exposure.

I have two Sigma Art Lenses for my Sony A 7 IV 30 mm f1.4 and 24-105 f f4
Both are the older sony/minolta A mount lenses and are coupled to the E mount body using Sony adapter. Both are superb lenses. Strangely enough, for those who believe that newer is better , my sharpest lens is an old Minolta 50 f 2.8 macro.

I use apple's app 'PHOTOS 8.0' on my 27 inch iMAC 3.8 GHZ QUAD CORE i5 INTEL WITH 40 MB INSTALLED RAM. I'm running OS Ventura 13.4.1 My standard workflow is to download into "Photos' for initial adjustments, then using Luminar NEO 1.13.0 as a plug in for Apple's 'photos' for my final touches in post processing. I shoot with a Sony a7 IV using firmware v 1.11.
Recently upon downloading into Photos , the picture displays on my Mac's screen as a very fuzzy image. At this point I cannot drag the photo onto my desktop. The photo remains fuzzy until I press the edit button, at which time the the photo. snaps into focus.
Have recent "Upgrades" to Apples OS and Luminar NEO destroyed the near flawless functionality that I used to enjoy?

Since I cannot send visual evidence directly from the effected image, I have resorted to screenshots Which will load and send VIA the UHH interface.

1. As displayed after uploading into Photos library
2. AS displayed after pressing edit button in :Photos:
3 NEITHER THE FUZZY NOR THE IN-FOCUS IMAGES WILL LOAD INTO LUMINAR NEO

PROBABLY As AI improves and the images get closer to simulating reality, some will take the cheapest route. But there will be a booming demand for skilled AI image generators. Remember the high demand for website creators

1. The photo is pretty strongly cropped 1200x714
2. Topaz Sharpen's stabilization mode yields much greater improvement than does it's focus or sharpen modes
3 Image stabilization can be easily defeated by poor shooting technique. ie camera improperly braced, jabbing at the shutter etc.
4. 600 mm lens x 1.5 crop factor is equivalent to a 900 mm full frame angle of view multiplying the camera movement problem;
1/320 second on 900 mm equivalent lens is marginal even with the best image stabilization if shooting technique is not very
good.
5. In my experience, soft images( or poor exposure) are much more likely to be caused by my errors than the camera's especially
when the problem is sporadic.

IN summary: for the reasons above My best GUESS is that camera movement is the culprit in this individual exposure.

BTW: I seem to be seeing a pilotless aircraft. Am I Missing something?
