I was in St. Petersburg, Russia for three days. On a tour I was stopped from taking pictures of an outdoor military museum. The 'tour guide' told me I had to have permission. She put in a call to the "Minister of "Antiquity". The bureaucrat did not respond. and we moved on. A few weeks later, back in the states, I got a letter from a bureaucrat granting permission to take two photographs.
