I have used all three operating systems on several different Macs including my 27". No problems whatsoever. If there were issues, my wife would let me know.

I have a 1 year old MacBook Pro and it does a very good job with all my photo editing. 16 gigs is plenty of room for anything I do and some of my files are BIG. An SSD drive is a real plus, makes file transfer a snap. My suggestion is to get the biggest retina screen, the fastest processor, 16 gigs and an SSD drive that budget allows.
I have 2 iMacs and a MacBook Pro all running Sierra. I have had no problems with any of the versions of any Adobe product.
In your system preferences, open the "Displays" panel and look for anything that mentions mirror or mirroring display
Definitely Lightroom. I am trying On1 Raw but have not spent enough time to make any judgements.
