I participated in the parade and took photos of the spectators.
I chose those who had a great spirit about them and were just plain nice.

The Calendar of the Eire, of course.

It takes most non Irish at least two weekends prior to Paddy's day to get their Irish going.

Wilkes-Barre is Today.
Boston has the parade on the Sunday closest to the 17th.
NYC actually has it on the 17th.
Again, check with reality.
