At least in this image you can see the eye. You sure that's not the nictitating membrane we see? I'm not sure about penguins and know nothing about them. But Google says: "Like other birds, penguins have a nictitating membrane, sometimes called a third eyelid. This is a clear covering that protects the eye from injury."
