I was responding to sodapop. It is actually not that hard to create links to files and programs from your Windows 10 Desktop. I spent a lot of time creating my own so my Win 10 desktop looks like Win 7 if you did not know. You have to "point" the link to say the correct exe file in your programs' directory to set up the links. Yes, Adobe for one can be confusing on that point. I don't have PSE on my PC so I can't try it (I have Ps CS6).

Yes, Like I also said, I rarely use "Open With".

PSE 14 should when you chose OPEN still be pointing at the directory or folder where you last chose an image from. Not sure why this is so confusing. This is the same with most any Windows program or application. For me sometimes it is annoying as I have photographs in many many folders.

Yes, I have icons for my most frequently used apps on the taskbar (both with my Windows laptop and my Google Chrome OS Chromebook) and I have other shortcuts on the desktop. I was questioning how the software would "find the pic for you."

When you open PSE, you then have to click on OPEN (file) and locate your image. I agree that you will be taken to the last-used folder, but if you want a photo from a different folder, you have to navigate to it. This requires an understanding of the operating system's folder system.

In an attempt to clarify for other readers, I probably confused more people than I helped So let's just say, if the OP cannot find a solution to the original issue, my recommendation is to open the software and proceed from there.
