I use Syncios. It’s free and very easy to use. Transfers both ways.
Thanks every one for your feedback, but I am trying to copy FROM PC TO iPhone... not form iPhone to PC.
I didn't like the complications of iTune and sync issue I have had in the past with multiple iPhones in the household.

You can get iCloud for Windows. You can then sign into iCloud and see/download/upload photos between your PC and your iphone.
(More precisely, you can see/download/upload photos between your PC and iCloud, then your phone can access everything on iCloud).
Go to App Store and look for PHOTO TRANSFER
Download Google Photos. It will automatically grab the photos you shoot on the iPhone and you can just use the google photos website to manage them, and download them to your PC if you wish. No fuss, no actions on your part required. If you stay within the Google 15GB total, they will keep the picture "forever" (not quite sure what forever is in this context).

You can do the same with your iphone if you have a charging cord with a usb connector on windows. When you plug the usb cord into your computer you just need to give the computer permission to access the images on your phone and then you can save them to any folder you want on your computer

Thank all for the feedback, but if you read my post I want to transfer FROM PC (or any other device USB or Mac) to iPhone. Not the other way around.

Rick is correct. I was becoming confused about why the talk of apps. In my line of work (auto damage appraiser) I use iPhones exclusively, and I take hundreds of photos weekly. When I am ready to work on an appraisal file I have always simply attached the ‘charge’ cord to my PC, select the photos, transferred, and moved on, then delete from phone. All simple with no effort. And though MS has updated the Windows many times 7pro was my favorite, it’s the same with 10Pro. The phone is just a elaborate thumb drive. I can use this process with any PC.

With an "I expand drive from Sandisk you can transfer either way, PC to I phone or vice versa. With the download of a Sandisk app on both devices, the process is ultra easy
