I think it is pretty much unanimous - without the reflection is best and is a great shot.
Had the reflection been a true reflection where it captured the essence of the bird, it would have been spectacular shot, but you would have needed supernatural powers to calm the waters.

If you were making a really large print from it, I'd say the first one with the reflection... maybe cropped a little more (the entire reflection doesn't need to be included).
The second version would be nice in a more modest size print or for online sharing... etc.
I'm not sure what was causing the orange-ish spots in the upper and lower right corners, but I might Photoshop those away since they don't seem to add anything to the image.

Without reflection. The 2nd photo is just "cleaner" to me and you are not distracted by the reflection.

I love reflections, so I normally go for them. However, the first image is busy and it's actually difficult to see the subject and its reflection. So in this case, the second one is better to show off the bird, IMHO.

I'm for without. I agree with NMGal. It seems a little busy with the reflection. That said, nice capture.

I find both appealing. The pre-cropped shows more of the habitat, while the cropped better contrasts the eagle's color and pattern with the water.
