I have used Roboform for years on my computers and Android devices. It's not free but the cost is rather small, about $20/year. One of the features I like is the ability access it from the cloud when I need to use another computer. I also use its password generator; thus, it is more imperative that I use a password manager. It's a great little service and program.

A note book costs very little. The latest lot of viruses target the chip pipeways. No password knowledge necessary. You can sync all your hardware so that a) one password is used on all platforms or b) it remembers your password.........not a great idea for windows users.
Generally, people who nick computers do not go rummaging looking for written passwords. But only idiots leave their password on a 'post it note' stuck to their monitor.

Typically the free versions will not synchronize among devices. The most popular are 1Password and Dashlane. I use Dashlane.

I used to store my passwords on Excel but was told that was dangerous. Now I just write them down in a little blue notebook.

I too use 1Password - syncs across all my devices. This makes things particularly simple when I change a password from, say, my desktop and the next time I log into that website from my smartphone or tablet the 1Password copy on there has the new password for me to copy and paste into the site.
The problem with writing down in notebooks, beyond the obvious "you are screwed if you lose that single copy of data, no different than if you don't back up your computer and it crashes", is that it becomes difficult to manage more secure passwords like 2vuNLmTdipL>72, yapj32qaJ+=38 and _7z{ggJD~hY}D*Lo-M69 (and yes, those are my real passwords for various sites). Software like 1Password can generate replacement passwords of this nature when the time comes to replace them as well. So with passwords like that, imagine the fun of hand-keying them on a smartphone when you need to log into a place where you have changed the password from the desktop, as opposed to cutting and pasting from 1Password (or whatever you use)

I use excel to record passwords and then set up a vertical lookup to find them easily. All stored on a thumb drive stored in a safe but easily accessible place.

I have been using KeePass for years. It is free, open source, and available on many platforms. You can synch you password/confidential database with Dropbox and share across platforms. There is no effort on your part to keep the database in synch across all devices.
I use it on Android phone, Android tablet, Amazon Fire tablet, Windows PC and 2 Ubuntu PCs. The full name of the app may be slightly different depending on platform, but KeePass will be part of the name.

Password managers are great, but the web sites must use the correct format for them to work. It would be great to use something like eH4#5mgT87hszx for every web site, but what do you do when the p/w manager doesn't work? I use words, numbers, and characters for my passwords. If the filler doesn't work, I can enter the word manually. I've been using LastPass for several years, and it generally works fine - but not all the time. It's also very good for filling in CC info on web sites.
I haven't been able to get it to work on anything but a computer.

Unclear as to what you mean by "but the web sites must use the correct format for them to work" - do you mean sites that disallow special characters or limit password length? Well that's no issue - you should not use the same password for everything anyway...so you just create (or let the manager create) a suitable password.
