Composition suggestion: The bridge is not the subject of this story, the clouds are. Crop the left side showing only 1/4 the distance to the left of the middle tall support. Next Flip horizontally so that the eye follows the bridge and the tall bridge upright point to the sky. I would also clone out the shore line beyond the start of the bridge; those buildings add nothing to the visual story. Same can be said of lower half of the water; crop it.
To me, color is irrelevant in this image. I would convert to black and white and make it very dramatic. Then crop to emphasize the contrast between the huge cloud and the small sailboat.
The photo is alright as is. The issue that I see is the title that brings attention to the sailboat. Try a title such as 'The Storm Is upon Us"' which gives a general title to the scene then the smaller elements become part of the larger theme.
