You have not described your computer. Let me please note that possibly your computer hardware cannot keep up with the latest operating system from Microsoft.
I had issues similar to the ones you note. My laptop had been around about 5 years. I replaced it with a new one. All W10 problems vanished. The Nik software installs and loads just as it should.
So, stating the obvious, maybe you need a new computer.
