I checked the system info for PSE14. Here is the info they gave on RAM:

Built-in memory: 3892 MB
Free memory: 2199 MB
Memory available to Photoshop Elements: 8 MB
Memory used by Photoshop Elements: 100 %
Image tile size: 128K

Does this help anyone figure out the problem?

You have to remember that Windows uses both physical RAM (memory chips)and Virtual RAM (Hard Drive space). You might want to check you physical hard drive space available. Open Windows Explorer and right click on the hard drive in question C:, D: etc. and then click on properties. That will tell you used and available space on that drive. If the drive space is low you can then go to the web page https://support.microsoft.com/en-us/help/4026616/windows-10-disk-cleanup and follow the instructions to clean up the hard drive. You can do this for any physical drive on the PC. The other step would be go to your favorite computer shop and buy additional memory chips to increase the physical memory on the PC. Memory is cheap and usually fixes a myriad of issues in Windows.

The other place to look is in the control panel under the System icon and then then the Advanced tab click on the Settings button and then again on the Advanced Tab. You can adjust the amount of drive space that is assigned to the system by clicking on the Change Button. Most of the time Windows does a good job of assigning the proper amount of virtual memory but if your drive was low on space it sometimes does not adjust back after cleaning up the drive.

I had the hard drive problem before (and before the update). The problem cleared up when I cleaned up my hard drive. The first thing I did after getting the problem (after the update) was clean up my hard drive. I sent all of my photos to external hard drives; the internal hard drive went from red to blue, but it still did not take care of my problem.

I'll try the second solution when I get the time.

Thank you for answers that address the problem!

From the looks of your info you have something using up a lot of the memory before PhotoShop starts running. 4GB of RAM is the minimum memory that windows 10 likes it is preferable to have 8 to 16 or more. My PC has 24GB of Ram and even I run into problems when I open large files. You best bet is to buy more memory.

It precisely identifies the problem in the two lines showing Photoshop Elements performance. Try increasing the amount of storage that it may use. You may have the uninstall/reinstall it (PSE) to do so.

To the helpful posters: Thank you for your knowledge and expertise. I tried a number of your suggestions, but they didn't work. What causes me problems is that the program worked fine before the Windows update and I had adequate RAM to do the things I wanted to do. After the update, and I made no changes to the computer after the update, the program doesn't work! Two of us, so far, have the same problem. Some of you don't. I checked my background programs and turned off those not necessary, it still didn't do anything. I would hate to buy more RAM if it doesn't solve the problem.

Not to be a pain about this, but I did a quick web search and I'm not the only person with the problem; more and more Elements users are reporting similar problems with "not enough RAM." The Microsoft site is worthless; the Adobe friendly sites acknowledge the problem and hope that it can be fixed in the near future. The problem seems to be limited to (a number of versions of) Photoshop Elements. Contrary to what a poster said on this thread, we (the victims) didn't do anything; the problem is with some incompatibility in the upgrade.

You have not described your computer. Let me please note that possibly your computer hardware cannot keep up with the latest operating system from Microsoft.

I had issues similar to the ones you note. My laptop had been around about 5 years. I replaced it with a new one. All W10 problems vanished. The Nik software installs and loads just as it should.

So, stating the obvious, maybe you need a new computer.

I DID NOT, REPEAT DID NOT, change any settings when Windows 10 updated. Before the update PSE14 worked like a charm; NIK worked, I could do edits; I could save my completed work. Like the poster whom you attempt to ridicule, I now receive the message that I cannot edit, I cannot save files, NIK does not work, because I do not have enough RAM. Windows update may not have removed RAM from our computers, but it sure did something to mess them up. I DID NOT, REPEAT DID NOT, change any settings in Windows. So, before accusing people of making "the most utterly ridiculous case of blaming Windows for something that is PHYSICALLY INCAPABLE of doing," think again, because Windows tells us that we do NOT have enough RAM to do the jobs we need it to do. And all of this happened AFTER the latest update!

You may be right!
