Very cold blue lighting

I'm wondering if a TIFF formatted shot from an iPhone can be improved by WB correction in post. The incubator for my grandson had a blue light set up which is apparently common for new borns. I only had a moment to shoot and I mostly dealt with very low lighting as you can see. If there is a method to correct this this light I'd be greatly appreciative of your efforts. I use PS CS6 and Luminar 2018 so if the demo correction could be done in either of these it would be a bonus.
Thank you in advance for any time and assistance you can supply.

Unfortunately, the light shining on the baby is not full spectrum, so it's hard to fix what is not there. This is the best I could do.

Wow that is a ton of help! Thank you very much. Care to share how you did that since this one (baby) has a twin and I'm told they could be under the lights for another week or so.
Again, much appreciated.

I don't mind sharing, but I don't recall the exact Photo Shoo sequence. I know I kept adjusting each slightly better adjustment with a different tool. I use the gray eye dropper on Curves, Hue (both saturation and color adjustment), and Color Balance, the last two many times in incremental steps. If you want the twin's photo better, you might try Match Color after opening both photos. Good luck with your photos and with the babies.
