Kind of reminds me of Reno in the late 80s when the Crips and Bloods gangs were trying to gain a foothold. They would plan a heist or drive-by shooting, but first remove the manhole covers on their escape route to try to foil the cops by making them hit the open manholes.
As I recall it worked once before the cops caught on.

In many cities throughout the US, thieves would steal manhole covers, and sell them to metal recycle centers. Finally they found a way to lock them in place. City Cops alerted recycle centers, they would be subject to arrest, if they accepted and paid for such covers, and lose their business license. It stopped.

Our local authority would fix that with a quick skim (several years after first reported) and then do it again the next year once the Winter frost has done it's worse. If they've attemped a repair, no matter how unsuitable, they can't be sued for damage.

Michigan's infrastructure brought to you by 12 years of Governor John Engler who destroyed our mental health, education, state police, and infrastructure programs a while back and we haven't been able to recover since.

We have them in Illinois as well. The Illinois state tree is the Road Construction sign.

Isn't that one of the places where trees run out into the road and take root so drivers hit them?
