They did exactly that, but it was called an Arab state because the Palestinians were not yet known as the Palestinians. The Arab League refused to except the Arab state because it meant excepting the state of Israel at the same time. So you see, were it not for their unwillingness to accept the existence of Israel, the Palestinians would've had a state in 1948.

Sure, they are easily refuted. Bombing civilians, schools, and hospitals: Israel does the opposite. I could go into great detail, but suffice it to say Israel regularly aborts military strikes because civilians are present. Israel also informs civilians when and where they plan to strike, and where to go to be safe. However, Israel does have the problem of fighting an enemy who intentionally uses schools and hospitals to launch rockets into Israel.
Respecting borders: Israel captured territory in a defensive war, and immediately offered withdrawal in exchange for peace treaties. The Arab League said no peace treaties, no negotiations, and no recognition of Israel. Anwar Saddat signed a peace treaty with Israel and Egypt got the Sinai Peninsula back.
