I am not a lawyer but I believe if someone decorates their house they want to share it and give of the Christmas spirit. If you are not on their property and take a photo of what is publicly visible and do not do it commercially or use it in a manner harmful to the owner there should be no problem.
My wife and I decorate each year for this purpose. Every year all year long when we go somewhere and need to give our address we usually get "So that is your home". We enjoy giving people joy and a sense of a Christmas card feeling in real life. We were asked to allow tours of the home for a charity fundraising and usually 700-800 would come to these. The year we did our home there were about 2,000 on the tour because people from around the country were curious about what the home looked like inside and had wondered for years and some for decades. So we do not mind and if you are in Williamsport, PA come to Fifth Avenue and Rural and enjoy, take photos or videos of all 4 sides.
