What is a good photo editing program other than Photoshop or Elements
something that will not take me a year to learn??

That depends on how much you edit, there is a learning curve to most of the programs, you could try Serif, it is about the same to learn as Photoshop but a good program, Corel puts out a good one, Smart photo editor is nice and has a good practice set built in, OnOne is a nice program, there are many out there and basic Photoshop isn't to hard to learn along with light room just watch the videos and practice it gets to be fun after you catch on, I fought buying into the cc versions for years but am now happy I joined it there is so much you can do with the combination of light room and Photoshop and it is a good deal at $9.99 monthly or you can pay by the year and save a bit more. Mac, or PC? ON1, Macphun's Creative Kit (Mac only), Fotor, and NIK (now free) all provide a ton of features. Each has a bit of a learning curve, but my own experience tells me that what I learn in one I can carry over to another.

I have used Corel's products since the 90s. First the photo editor built into Corel Draw (I used that to make stuff for my classroom and just used the photo module automatically when I got a digital camera. Then I went to the standalone Paint Shop Pro and have had several versions. Then I went to PSE and LR and for a little over a year I have had CC 2014 then CC2015 when they upgraded. I still use LR the most but am learning PS as I transition. I now use PS and PSP about equal, PSE has pretty much lost out except on my laptop because it uses less of my limited disk space, I have the standalone version of LR 6 on the laptop. I also have add ons and stand alone apps from Franzis, DxO, On1, Perfect Effects, the entire NIK set for over a year and Topaz Simplify. NIK, Franzis and Simplify get the most use, the others hardly ever, but they were free or came as a bonus with other programs. There are also some other add ons that I can't remember at the moment that came as free bonuses for the most part.
Going beyond the basics is a fairly steep learning curve in any advanced PP app. I find that I can do 75-90% of my PP with LR with many images never seeing any other app.

All good programs that do present an alternative do require a learning curve!
Something that does not force you to learn anything???
Just use you camera and post whatever snap shot you take but do not wonder if you do not grow... You just cut the fertilizer to transform your snaps into images or even a photograph.

What operating system do you use?
If you use Mac, Affinity Photo is a good choice and so is MacPhun Creative Kit.
I have read that there is an Affinity Photo in the works for Windows.

GIMP is outstanding and free. You'll get tired advice about a steep learning curve. Not true if you get your tutorials from here:
