fair question.
what we could have done, and didn't, was believe Michael Gorbachev when he stated he wanted to invoke fundamental change in the then Soviet Union. Margaret Thatcher, interestingly enough, counseled him against reuniting Germany - she believed it would eclipse Great Britain as leader of western europe.
we, in the United States, in our geographic isolation are fortunate in that way. we had only one civil war, though we still have not resolved that.
I have a number of German friends who also thought it was a bad idea at the time. I was in Germany around that time.
We have made a great number of mistakes in our foreign policy. I think that the one theme running throughout is the failure to understand the proper use of force. This failure has given us Korea, Vietnam, Iraq and Afghanistan. The only truly effective uses of force since WWII, were Grenada, and Desert Storm. These were both characterized by limitation of mission, overwhelming force, and swift conclusion at stated mission's accomplishment. A lot can be learned by studying these engagements.
