I've decided to go for the upgrade from my nikon d3200 to the d7100, and Im just curious if there is a "better" time of year to buy a camera. I've noticed that Nikon, among others, seems to offer a lot of rebates.. (when I got my 3200 I believe it was $250. 00). I'm not opposed to paying the going rate, but would hate to see a big rebate come out a month later, but at the same time I don't want to wait forever to upgrade. .any thoughts, anyone? ??

Right now the D7100 rebate is for the camera with the 18-140mm lens, the body itself seems to be "full price". That seems to be how they are willing to lower the price without admitting that they are lowering the price.
A factor on the D7100 price is whether new DX bodies are released later this year, especially a D7200 and/or a D9300. Either
should make the D7100 cheaper.

Whenever you have an excuse (like a refurbed model that's $200+ lower than a new one!) to relieve some G.A.S. No time better than the present! ;-) :-D

The best time to buy a new camera is when you have enough money to pay cash AND your wife doesn't know. :-D :-)

I have always found the best prices around Christmas. But they were only about $200 less. If you want the 7100 and that 200 means that much to you I suggest that you shouldn't buy the new camera in the first place. Go ahead, pull that trigger. Having GAS for 8 months can be very painful.
I'm kind of hesitant to buy a used one, not so sure about refurb. I know of people with refurb that have had trouble..you can't really tell if it's been dropped..I'm definitely getting a 7100, but may grab a flash unit and a couple nice lenses in the meantime, but that leads me to another question.. I think the 7100 has it's own focus motor, so would that let me get a different, I hopefully less expensive lens?

First I'd never hesitate to go with a refurbished unit from a credible supplier like B&H or Adorama and yes the D7100 has a focus motor in the body.
if there are no sales or specials going on now, then now is the best time to buy. down the road there will be sales, specials, and price drops, but think of all the pics you would have taken in the interum.

I like to buy a body in the dead of Winter, when there is virtually nothing to shoot. That way I have lots of quality time to study the manual, books and test every option the new body gives. I buy my equipment mostly online, and use youtube, Adorama TV, and B&H for some of the best video "how to's." As far as discounts, I shop around for the very best deal, and I'm not bashful to ask for extras, like batteries, memory cards etc. to support my purchase.

Getting a D7100 with the focus motor means that you will have autofocus with lenses which are not "AF-S" lenses. In some cases, this will give you the option to buy a cheaper new lens (AF 50mm f/1.4D), and in other cases you can buy older used lenses.
There are also a few cases where a new AF-S version is not available. The Nikon AF 105mm f/2 DC, AF 135mm f/2 DC, AF 200mm f/4 Micro are special, excellent lenses which have not been updated.
