I am wanting to buy the latest version of Adobe Lightroom that is NOT a fee-per-month but one that I can pay for once and use forever. Any suggestions?

You CAN NOT buy a stand-alone of the latest Lightroom or Photoshop programs. They are only available via the $9.99/month subscription plan...a plan well worth the money.
Thanks - Are any of the older versions able to be purchased and totally owned?
It is my understanding that you also cannot purchase from any official Adobe or retailer site past versions of the Lightroom/Photoshop. I'm sure there are people who will want to sell you older versions, but I would caution you to avoid such offers.
The $9.99 program Adobe has is a very good value - I encourage you to review what it offers and to reconsider your position on this method of having the LR/PS programs. This program is NOT a one-time purchase of the software - you receive, as part of the plan, all upgrades to the software at no additional cost.
I appreciate you comments. I will probably keep my old working LightRoom 6 or 7 or whatever.

Lightroom 6 was the latest non-subscription version. I still have it on an old laptop that I am not even sure will work anymore because it hasn't been off the shelf for about 5 years. I had LR5 then got LR6 and it took me a couple of years to get over the "I want to own it, not rent it." and subscribe to the $9.99 a month plan. But they brought out a feature I wanted so I went to the subscription.
Legacy versions of Adobe software can be found on eBay, but the consensus here seems to be that, even if technically possible, the purchase and activation of LR 6 in 2022 is just not prudent, since Adobe has discontinued any support for this application. So keep what you have, go with the subscription plan or find another product to use.
BTW You won't find any software that you can "use forever."
I use LR6 but have to convert my fuji raw files to DNG because LR6 won't recognize them !!

I didn't care for new software and I was happy with PS CS2 and even if I have to maintain a Windows XP PC to do it. But when I got my Nikon Df I have to subcribe to PS CC because converting NEF to DNG doesn't make sense to me. So if you have recent camera you don't have choice if you like LR or PS.
Same here LR4 does not recognize Nikon raw format but no problem with DNG

You can try Adobe Photoshop Elements but won't find LR non subscription anymore.

So true and for the person asking the question, trying to go backward only paints oneself in a potential corner as you get no service. $10 a month for constant updates and new function is a bargain.
I purchased Lightroom 5 when it was the current version. I've used it on three or four different computers over time. It does the job. I've upgraded my cameras from a Nikon d7200 to a Nikon d500. I think that I'll have to upgrade if I start shooting raw. I like the idea of owning the software. Do I understand that I can buy Photoshop Elements?

You can continue using your LR version to edit D500 raw images if you convert them to a DNG file format. Yes, you can purchase and use Photoshop Elements in the camera’s native format. PSE is frequently on sale for $70 or $80.
