I am new here and just wanted to introduce myself. I am an accomplished artist illustrator but at the age of 61 I went to pursue my Bachelor Degree in Fine art. Through this I have discovered I am hooked on photography. I have a project in the works for my class that involves motion, motion blur and panning. ANY ADVICE would be appreciated.

Welcome to the forum! When I'm doing panning, I set the shutter speed to around 1/15 or 1/8 to start with and follow a passing subject, (bicycle, car, motorcycle). (If it is a runner, it gets more difficult, because they not only go across, but up and down with each stride.) Some photographers use a tripod with a pan-head to make sure their moving action is smoother. You might get a lot of fails, but the few that work will be worth it!
We welcome you to this forum. An illustrator is an impressive field. It will be nice having you here.
It sounds like you are taking a terrific photography class. Panning and motion blur took me quite a number of repetitions to get one I was happy with. The more images you take, the easier it will become. Like ELNikkor mentioned, I use a tripod for motion blur and panning. I do not have a panning head, but I make sure the tripod is completely level, which helps me immensely.

You could go to a railroad crossing. When a train goes by focus on the RR light and use a slow shutter speed and the train will blur.
Take a picture of a car. Focus on the background and use a slow shutter speed so the car is blurred, then another shot panning the car and the background will blur
