Artistic Expression Of a Bare Tree in Fog.
I took the original image into Photoshop and started playing with the " Motion Blur" filter. Created multiple different layers of the blur from different blur angles. In the end, I cooled down the temp of the image to give it a more winter look.

The only one that works for me is the original. I would have spent my time on that one. While I would have seen how clarity, dehaze, contrast and tonal range would affect the picture, the real big question for me would have been the cropping. Should I center the tree and used a square format? Or place it to one side creating a big, empty space on the other side? The would create tension. If the original does not have enough open space, you can add it with Photoshop. Although I am looking out at a lovely sunny morning here, I would preserve the gloom of the picture.
One thing bothers me about the picture. The road in the foreground. I would use a slight negative linear gradient to play that down.
