No, the financial problems are because of the way it must handle its money. I don't know all the details, so I'm not going to guess. But it is required by Congress to do things in a somewhat unusual manner, so being profitable is a challenge.

Unheard of free run of the post office! Back in the late 40's or early 50's Dad had a few hives of bees. He ordered another swarm of bees to be delivered by mail. Waiting in anticipation for the new brood, one Sunday we got a message delivered via a neighbor (we didn't have a phone yet). 'Would the person who ordered bees please come up to the post office. Your bees arrived here but the container they are in broke open.' Probably a once in many lifetimes Dad had free access to that closely guarded Government agency building. He took equipment along to corral them, got them into his super and brought them home with the grateful thanks of the Post Office staff. All turned out well. JimM
